Project Description:

The purpose of this feasibility study is to determine the best improvement option of the Caltex intersection in terms of approach layout and type of traffic control so that the improved intersection can adequately fit with the improved 4-lane dual carriageway new alignment of the Aden causeway as well as to accommodate the anticipated future traffic growth in the area safely and efficiently.

Caltex RA is located at the northern end of Aden Causeway within Al Mansoura District. It has a circular shape of 92.6 m parameter 22.9 m internal radius and 30.1 m external radius. The existing track consists of a lane road of 7.265 m in width. The central area of RA contains a water fountain of 25.9 m diameter surrounded by a 1.35 m lined concrete walkway followed by a 7.39 m width green landscape which contains of small plants and grasses.

Prepare a comprehensive drainage system for all the project’s different components including Water Drainage Network and box culverts.

The main four roads connected to Caltex RA are:

Northern side: Al Mansoura Road

The existing track is an asphalted road with four lanes and two shoulders and a 3.1 m median with trees planted. The widths of the right and left lanes are 10.8 m and 12.7 m respectively. This branch is considered as the urban road connecting Caltex RA with AL Gazel factory RA which are all located within Al Mansoura district.

Northern side: Al Mansoura Road

The existing track is an asphalted road with four lanes and two shoulders and 3.1 m median with trees planted. The widths of the right and left lanes are 10.8 m and 12.7 m respectively. This branch is considered as the urban road connecting Caltex RA with AL Gazel factory RA which are all located within Al Mansoura district.

Southern Side: Aden Container Terminal Road

This track is an asphalted road with two single lanes with no median in between. The width of the road is 13.5 m at the beginning of the road. This branch is considered as industrial road connecting Caltex RA with Aden Free Port which all located within Al Mansoura district.

Western Side: Little Aden Road

This road is an important road that connects the Little Aden district where – Aden Oil Refinery, Al Heswa power station is located and the future extension of the Aden Free zone – with other districts (Ma’ala, Towahi, Khormakser, and Crater.).

This road is also connected with Aden Circular Road which allows traffic from other governorates to use this route to reach the districts of Aden Governorate. The road is asphalted with four lanes two shoulders and a 27.5 m median. The width of the right lane is 7.5 m and 10.7 m of the left lane.

  • Assist the Client in the evaluation of tender documents and selection of Contractor.

Construction Supervision

  • Supervise the contractors’ work and certify the constructors’ work in accordance with contract conditions.
  • Ensure that the construction methods proposed by the contractors for carrying out the works are satisfactory.
  • Develop a quality assurance system and quality control plan, especially concentrating on provisions of asphalt concrete.
  • Inspection of Contractor’s construction equipment, results of material and soil tests, the safety of the works, property, and personnel. Inspect and test all materials and works to ensure compliance with specifications and give immediate notice to the Contractor in the event that such materials and works fail to comply with the specifications.
  • Recommend Client the rates for any unscheduled items of work that may arise.
  • Certify work volume and process interim and final payments of the Contractors.
  • Establish efficient procedures for verifying Contractor performance and reporting progress and problems in a timely manner, including quality control reports, quantity survey records, requests for variation or change orders, requests for time extension, and Contractor’s claims and invoices.
  • Ensure project financial management procedures are in place and are strictly followed, specifically relating to payments, financial accounting, financial reporting, and record keeping.
  • Check the “as built” drawing prepared by the Contractors. Keep and record a complete set of as-built drawings in paper and electronic formats for archiving in the employer’s repository.
  • Assist Client with provisional and final handover by the contractors.
  • Prepare a project completion report.
